Rowing is a sport that and should be started young through school teams or local clubs. Each year the FISA (International Rowing Federation) holds the Junior World Championships. Last year, these events were held at the Shunyi Olympic Rowing and Canoeing Center in Beijing China. This brand new state of the art facility was completed just in time for the Good Luck Beijing Games last August.
This photo of the Chinese and Italian teams competing in the Quad Sculls (4x) event gives a good perspective on the buoys that divide the lanes. Unlike in Canoe/Kayak, in Rowing the boats are allowed to move from one lane to the next as long as they don't interfere with another crew's boat.
